Implements the following properties/methods as in TMeterClass, TEnergyMeter and 3.1.4: DefineProperties MakeLike Edit Init NewObject ResetAll SampleAll SaveAll
Method-public	SampleAllMode5	Sample just Mode 5 monitors.
Method-public	PostProcessAll	Calculates frequency for each cluster.
Method-public	update_atks	Forces all enabled monitors to postprocess recorded data.
